Basic Assurances®

Basic Assurances® are essential, fundamental and non-negotiable requirements for all service and support providers. Basic Assurances® are demonstrations of successful operations in the areas of health, safety and human security. These assurances are not statements of intent; rather, they are the essential, fundamental and non-negotiable requirements for all service and support providers, whether public or private, large or small.

 

The Basic Assurances® require more than compliance with licensing and certification standards. Basic Assurances® looks at the provision of safeguards from the person’s perspective. While the Basic Assurances® contain requirements for certain systems and policies and procedures, the effectiveness of the system or the policy is determined in practice, person by person. Basic Assurances® form the bedrock of social stability. We look for these Basic Assurances® in our everyday lives – whether we’re at the airport, in our homes, at the hospital, or at the restaurant or nightclub. We can’t all fly first class, but we still expect a safe and healthy flight in coach class.

TRAINING

CQL Canada offers a three-day Guided Self-Assessment Workshop for Basic Assurances® and Shared Values.

This three-day workshop is designed to support organizations to prepare for successful quality enhancement and planning activities by:

  • Assessing the organization's adherence to CQL Canada's Quality Measures® - Basic Assurances® and Shared Values,

  • Involving staff in the exploration and information gathering process for greater awareness of the organization's quality system; and to,

  • Support the organization in the development of a Quality Enhancement Plan that designates responsibility and accountability for performance improvement.

 

Basic Assurances® Certification

The objective of the Basic Assurances® Certification is - Assess organizational accountability in the areas of health, safety, human security and legal rights.

 

The on-site Basic Assurances® Certification process includes:

  • Personal Outcome Measures® interviews

  • Site visits to locations where supports are provided

  •  Focus groups with direct support staff and with people supported

  • Targeted interviews with organizational leaders, family members, community representatives and people supported who may be involved in incidents, complaints or restrictions

  • Document review of incident management systems, meeting minutes, and policies and procedures

  • Synthesis of information

  • Assessment of how Basic Assurances® are practiced within your organization

  • Recommendations and commendations
